This Masterplan, completed in September 2002, included the review of plans and building assessments for seven buildings currently occupied by the County. The Commissioners felt the need for a masterplan to assess the current conditions, existing needs and future possibilities. The master plan also includes architectural programming and needs assessment for the following departments and programs:

1. Belmont County Department of Job and Family Services
2. Community Action Commission
3. O.S.U. Extension Office
4. Educational Service Center
5. Belmont County Department of Health
6. Ohio Department of Taxation
